Show up. Listen. Get things done.

Pat Roseland is a U.S. Navy veteran who grew up in Faith and Dupree before making Rapid City home for more than 30 years. He worked as a certified registered nurse anesthetist at Rapid City Regional Hospital for two decades and has restored multiple historic properties in the West Boulevard District and downtown. Our Rationale

Why they’re
Sensible

Pat Roseland earns Sensible's endorsement because his record is the record of someone who actually does the work. He attended 84 of 86 council meetings during his 2022–2025 term — a 97.7% attendance rate — and led the city's first-ever short-term rental ordinance, balancing property rights with neighborhood character in the West Boulevard Historic District he has spent decades preserving. When the council voted itself a nearly 67% pay raise in June 2025, Pat was one of only two members to vote no. His campaign platform — transparent budgeting, full staffing for police and fire, and protecting neighborhoods from incompatible development — reflects a West River sensibility that shows up, listens, and keeps city government accountable to Ward 5.

Scored Against the Five Principles
Local First
West River native (Faith/Dupree), 30+ years in Rapid City's West Boulevard neighborhood, Navy veteran, and past president of the West Boulevard Neighborhood Association.
Constitutional Backbone
Led a short-term rental ordinance that balanced property rights and neighborhood concerns, and votes consistently for orderly public process (e.g., dissented on a December 2022 consent-agenda motion to force individual discussion).
Affordability & Taxpayer Respect
One of only two council members to vote NO on the June 2025 council salary increase (raised pay from ~$12,929 to $21,583), and campaigns on transparent budgeting, departmental audits, and opposing tax increases without clear community benefit.
Vision for South Dakota's Future
Helped shepherd the citizen Vision Fund committee, championed downtown revitalization projects (Block 5, The Elements), and has laid out a specific infrastructure assessment plan for Ward 5 roads, stormwater, and water systems.
Sensible Temperament
Attended 84 of 86 council meetings (97.7%) over three years, missing only for one scheduling conflict and one illness; campaigns on regular town halls and "showing up, listening, and getting things done" rather than personal attacks.
In Their Own Words

Key positions

Transparent, accountable budgeting

Taxpayers deserve accountability — clear, accessible budget reports, regular audits, and long-term financial planning for our capital needs.

Fully fund police, fire, and EMS

Every resident deserves to feel safe in their home and neighborhood. That means full staffing for police and fire, stronger community policing, and real mental-health crisis response.

Protect neighborhood character

Ward 5 is not just a district on a map — it is a collection of neighborhoods. Growth should respect the homes and history that are already here.

Responsible short-term rental rules

I am happy that those who use vacation homes in Rapid City will have the knowledge that their home will be safe that they are renting at that point.

Thoughtful, community-aligned growth

Growth must be managed thoughtfully to protect the quality of life that residents value — with development that is compatible with neighborhood character and fair to local small businesses.

Show up for constituents

Good government depends on an engaged and informed community — regular town halls, responsive constituent service, and real transparency in council decision-making.
